Early life
Perez was born on 6 September 1964, in Brooklyn to Lydia Perez (a merchant mariner seaman) and Ismael Serano (a Bushwick neighborhood resident). [3][4][5] Her mother Lydia (nee Fontanez y Reyes) was born on October 13, 1939, in Humacao, Puerto Rico. Her father came from Aguadilla, Puerto Rico. Arturo Perez was her mother's 20-year-old husband. After an affair with the father of Serrano, Perez's mother had already had five children. Perez was born at the closed Greenpoint Hospital in Brooklyn's Greenpoint neighborhood.
Perez is one of the ten children her mother borne. Rosie and her siblings grew up in Bushwick and their mother was frequently in jail. The mother of her child was born to her eldest child while she was in jail. After being taken care of by her aunt, she was put in foster care and group homes. They were often split. She was placed in a group foster home, and she lived in foster care in New York until she reached the age of eight. She was legally considered a ward by the State of New York from age 12 onwards. Her aunt and mother frequently visited her, and her father failed to take custody of her at one point.
